The public health emergency refers to major infectious diseases,community diseasesof unknown causes,major food and occupational poisoning and other serious events thatoccur suddenly and cause or threaten to cause serious harm to the public health.It ischaracterized by abruptness,unexpectedness,heavy damages to society,economy andcommunity,unity and coordination in handling the events,as well as the risk andtimeliness of decision-making.Since the occurrence of SARS in2003,the public healthemergency has become the focus of attention. it is of vital importance and practicalsignificance to establish a scientific, rational and reliable comprehensive evaluationsystem against public health emergency.The evaluation system consists of5first-class indexes and16second-classindexes.The five kinds of capability that are rather poor at present in hospital are asfollows:security defense,training drill, information communication,transference system,professional skills.The hospitals' capacities in public health emergency preparedness is one of the mostimportant steps in assuring a rescue success. Construction scheme of capacities includeconstruction of strategic programme,internal structure organization,qualified personnel,working mechanism,logistic service,training programme,and emergency managementetc....
