Objective: To find out the human resource allocation of Chongqingblood institution, explore the way to adapt the human resource allocation tothe need of blood safety, and supply decision base for the medical serviceto optimize the human resource allocation of blood institution.Methods:1Literature review:Learn the status of blood institution’s humanresource allocation by consulting and analyzing the correlative literature.2Qualitative investigations: With a semi-structured in-depth interview,interview3principals in different blood collection agencies of differentlevels. Learn their opinions and suggestions of their own institution.3Quantitative investigations: Send the same questionnaires“Chongqing blood institution human resource allocation question nary”designed united to18human resource department of blood institution. Themain content includes the number of the workers, age, the educationbackground, the majors, the professional titles and so on. We put out18questionnaires in total and they will be sent back after completed by theirleaders. 4Data analysis: Found a database with Epidata3.02, analyze the data bySPSS18.0, and make graphs by excel.Results: personnel formation:442formal employees for76.1%and26.9%are lack; informal employees are163for26.9%;un-medicalemployees are188for31.1%, and the medical employees are417for68.9%, which are not according to the “blood institution standard”,whichordains the medical employees are more than75%; Age construction: Themajority are between36-45, for32.1%;education background construction:the majority are junior colleges, for37.7%; the following are graduatedstudents, for32.7%; professional titles construction: The majority areprimary for42.6%.Conclusions: The normal stations of Chongqing blood institutions’human resource allocation are not optimistic. There are some problems onthe personnel formation, the medical employees’ education background andprofessional titles construction.Advices:1Revise the inappropriate laws and regulations in time, and preparethe suitable personnel in accordance with the demand for blood collectionagencies.2Build a good humanities environment, make up the shortage in theestablishment of training, and found a high-quality staff team to ensure thesafety of blood work. 3Develop a new blood collection agency personnel system, reduce thedifferences between contractible areas and strengthen the blood collectionsystem human resources to be stable.4Change the concept of human resource management, create a goodbusiness environment, and develop human resource planning of the bloodcollection agencies.
