General secretary Xi Jinping solemnly stressed in 2016 national health and health conference that "we should always put the health of the people in the primary position of strategic development and protect the people's health in all directions".This is not only the primary purpose of China's medical and health system reform,but also the strategic goal of achieving healthy China's development.By strengthening the development of basic medical system and general practitioners,the establishment of basic medical system with Chinese characteristics,medical security system and high-quality and efficient medical service system will be the first condition.However,there are still many problems in the basic medical and health service system in China.In particular,there is a lack of general practitioners,medical imbalance and inefficient services provided by community health workers.Therefore,in order to improve and improve the quality of community health services,it is necessary to solve the current problems in human resources of community health.It has practical significance in providing health services to all residents and improving people's health.District A is a typical medium-sized community,which can improve the level of community health services by optimizing the structure of community health workers.In this study,we will use the case study of community a,from the perspective of residents,general practitioners and heads of management departments,and combine relevant theories to describe the problems existing in the structure of health service personnel in area a,identify the causes of such problems,and provide scientific basis for further optimizing the structure of personnel in area a and similar areas.It is found that the allocation of community health service personnel in area a is unreasonable,and the effect of incentive is not obvious.The main causes of the problems are insufficient attention from the government,insufficient human resources,insufficient funds and poor management.In order to adjust and optimize the human resource structure of area a and similar areas,this paper puts forward some suggestions as follows.The first is to optimize the development of community service human resources.Second,further improve the existing human resources.Third,optimize the structure of community human resources.Fourth,formulate laws and regulations conducive to talent introduction.The innovation and deficiency of this study: Based on the theory of human resources,thisstudy will examine the personnel structure of district a municipal health institutions from three perspectives of human resources,capital and structure,and put forward countermeasures.However,there are inherent limitations of the times in this case study,which means that this study can only give guidance and suggestions,can not draw comprehensive and specific comprehensive conclusions,and still need to improve comprehensive and detailed statistical analysis and comparison.
