Research On The Corporate Governance Structure Of Public Hospitals In Chongqing

Public hospitals are the main force in the development of health services. As the core content of medicine and health system, reform of public hospital is the key to solve the problem reflected strongly that the medical treatment is difficult and expensive in our country.The reform of the corporate governance structure of public hospital is mainly to solve the problem of health services, to make the government and the market better play their role in the area of health services under the premise of protecting the public welfare of public hospital. The market mechanisms promote the rational allocation and efficiency of public hospital services, while the government’s macro-control and intervention better achieve fairness and accessibility of medical services.ObjectBased on Chinese health policy, new medical reform program, and health policy in Chongqing, this paper aims to protect people’s livelihood and to achieve welfare of public hospitals. The study is to make the corporate governance structure of public hospitals as a public service guarantee mechanism, and provide a scientific basis for Chongqing government departments to develop reform policy of public hospital.MethodsThe literature was searched in various databases and literary works to analyze the characteristics of corporate governance of public hospitals domestic and abroad. The17public hospitals which funded by municipal finance in Chongqing was selected for the empirical study. Relevant data was collect to evaluate the performance of municipal public hospitals under the current governance model.Results and ConclusionsThere are many problems of corporate governance exist in Chongqing public hospitals:single property, absence of funder representatives, unclear legal status of public hospitals, unreasonable compensation mechanism, inadequate monitoring mechanisms and incentives, extensive internal management of public hospitals, etc. Public hospital corporate governance reform is a gradual process. It should adhere to maximize public welfare objectives, ensure country ownership of state assets, persist personalized design, focus on balancing the interests of stakeholders. According to the problems of corporate governance exist in Chongqing public hospitals, several suggestions were provided in this article:found a specialized hospital management agency to improve the corporate governance chain of public hospitals, establish corporate governance structure at the core of the council in public hospitals, consummate external governance mechanism of public hospitals.
