| Basic public health services show great differences between urban and rural areas in many aspects, such as the equalization on the possession of health resources, health financing, the use of the health services between urban and rural areas. The equalization of basic public health services between urban and rural areas not only affects the health of citizens, but also leads to a series of social problems. But the process of realizing the equalization of basic public health services between urban and rural areas is a long and complex. It should adjust according to the social and economic situation’s changing, and have different requirements at different times. There are some good try on existing researches at home and abroad in revealing the equalization of basic public health services connotation, problems and countermeasures, but lacking of sense of the times and pertinence overall. In December2011, the central economic work conference stressed that we must insist on unifying the improving of people’s livelihood and the expanding of domestic demand, pay more attention on planning development based on ensuring and improving people’s livelihood, increase a dweller to consume as the focus of expanding domestic demand, promote the optimization of economic structure, enhance the pull motivation of economic growth through the protection and improvement of people’s livelihood. This means, the equalization of basic public services in urban and rural areas as a means of improving people’s livelihood, whose development countermeasure at the present stage can been combined with the expanding of the domestic demand, and form the resultant force of promoting economic growth.Based on this, this article first defined the equalization of basic public health services between urban and rural areas, and think that the level of rural residents’health is generally lower than city residents’. At present, the investment in basic public health service between urban and rural areas should not be equal, but should be tilted to the rural areas. Of course, this tilt is to ensure the city residents’health level as the premise. Then this paper measured the level of the three aspects of the equalization of basic public health services between urban and rural areas, the equalization of basic public health financing between urban and rural areas, the equalization of basic public health resources in urban and rural areas, the equalization of urban and rural basic public health between urban and rural areas, through assignment law, and get an intuitive understanding on the change trend of the equalization of basic public health services between urban and rural areas. Then take correlation analysis on the result and the residents’annual per capita consumption between urban and rural areas, founding that the degree of correlation with the equalization of basic public health service resources and residents’consumption is the highest. Our government can focus on analyzing the problems on the equalization of basic public health service resources between urban and rural areas, according to the requirements of expanding consumption demand, when setting the policies on developing the equalization of basic public health services between urban and rural areas.At the present, there are certain problems existing in the process of the equalization of basic public health service resources between urban and rural areas. The level of the equalization of basic public health service resources between urban and rural areas is not high, which mainly due to that the existence of two element structure between urban and rural areas, the government’s property right and duties does not match, the fiscal transfer payment is not perfect and the government leading function vacancy. In order to solve these problems, the author puts forward the following countermeasures:firstly, break the two division of the assignment of basic public health service between urban and rural; secondly, the establish an effective public finance system; thirdly, lead the basic public health service resource to the rural areas; fourthly, give full play to the government’s security policy and the leading role. |
