At present, the phenomenon of superior doctor drain was serious incomprehensively public hospitals of Guangxi. Lacking motivation of the salarysystem is one of the most important factors for this phenomenon. As a specialinstitutional unit, the comprehensively public hospitals play a specific function in thesocial development, and the development level of comprehensively public hospitalswas associated with the healthy level of the whole society. Brain drain, bribe, clinicalover-treatment and so on, were the serious problems in the medical system. Thehealthy level of the whole society was restricted by these contradictions. The reasonsfor these problems were various aspects. One of the most important reasons was thatthe salary system lacked motivation. In the present medical system, the disequilibriumbetween the income and the pay is notable, which induces that the doctors are notenthusiastic about their works. In order to improve their income, they tried to increasetheir income by various ways, such as accepting a red envelope, writing bigprescription, performing over-treatment and other means to reap the economicbenefits.This paper analysed the reason that caused the phenomenon of “Brain drain,Bribe, clinical over-treatment and so on”. Combining with the researches about wageincentive from home and abroad, this paper put some proposals on the wage incentivemeasure for the comprehensively public hospitals of Guangxi, in order to make itsatisfy the needs of the times and adapt to the development of comprehensive publichospitals in Guangxi.
