With the continuous advancement of medical and health reforms and the ever-increasing competition in the medical and health market,under the premise of maintaining the principle of public welfare and social benefits for hospitals,the state has put forward new requirements for the management efficiency and effectiveness of public hospitals,On the basis of the basic performance pay of basic medical institutions,the pilot districts are encouraged to innovate the performance assessment methods of public hospitals,and a distribution incentive mechanism combining job responsibilities and performance is introduced to highlight the labor value of medical personnel.Under the dual pressure of the reform of the health service system and the medical security system,public hospitals also face competition and challenges from other types of hospitals while providing medical services.The original performance appraisal system obviously could not meet the needs of the new medical management model and severe competition environment.This article selects a representative M public hospital as the research object,adopts literature research method,interview survey method and case study method to carry on systematic analysis and research.Based on the basic theory of Balanced Scorecard,it describes the operating status of M hospital and the performance assessment index system of Balanced Scorecard established by M hospital.Through the comprehensive index analysis method,the application effects of the M-hospital Balanced Scorecard performance assessment were analyzed from four perspectives: financial dimension,patient dimension,internal process dimension,and learning growth dimension,so as to provide targeted opinions.The results show that the theory of balanced scorecards is applied to public hospitals in our country for performance appraisal,which has stability and reliability,and has a certain role in promoting hospital management. |
