China has began a new round of medical reform in 2009,with the deepening of medical reform,public hospitals are facing major changes in the environment.On the one hand,public hospitals must protect their public welfare,providing medical services with high-quality for patients.on the other hand,hospitals have to confront with the huge impact of private hospital competition during market competition.In order to improve the level of hospital management and improve the core competitiveness,many public hospitals in China have taken the step of exploration in performance appraisal.This paper based on the background of the performance evaluation of public hospitals during the new medical reform,guided by the main theory of performance appraisal,making a public hospital as the research object.In recent years,with the rapid development of the hospital,the quick growth of medical care and extensive management,while patient satisfaction is not high,staff members also dissatisfy with the results of the performance evaluation,and the problems are increasingly prominent.Therefore,this paper optimizes the performance evaluation of medical staff in a hospital.Through the use of historical analysis and semi-structured interviews,the current performance evaluation of the medical staff in the hospital is insufficient,the cost control effect is weak,and the performance evaluation results are not fully used.Combined with the strategic objectives of the hospital,using the theory of balanced scorecard and key performance indicators,the strategic objectives are decomposed,and the current performance evaluation program of the hospital is optimized from four dimensions including finance,customer,internal process,learning and growth.And from the organization,enterprise culture,system,funds and information,the paper puts forward the measures to ensure the successful implementation of the performance evaluation program.This paper hopes that through the optimization design,a hospital to the medical staff performance evaluation can objectively reflect the clinical departments,staff performance,and fully mobilize the enthusiasm of medical staff.And aims to improve the patient satisfaction,in order to ensure the hospital public interest attribute,achieve the goal of easing the doctor-patient contradiction as well as improve the core competitiveness of the hospital.
