Objective:This study is designed to find the main problems in the implementation of ElectronicHealth Records (EHR) in community health service institutions,and assess the currentsituation of urban medical staff’s cognition and evaluation on EHR via the literature retrievaland questionnaire surveys,and then provide help for the construction and development ofinformation management in urban community health service institution in china byanalyzing the key factors affecting the community health service information management.Methods:1. Literature searchBy Using PUBMED,ElSEVIER,CNKI and Wanfang Database,“community healthservice institutions”、“Electronic Health Records” and “information management” being keywords, we searched domestic and foreign literatures on EHR and community healthinformation management, and retrieve policy laws and regulations of EHR on healthdepartment website,such as THE CENTRAL PEOPLE’S GOVERNMENT OF THEPEOPLE’S REPUBLIC OF CHINA,Center for statistics Information Ministry of Health,P.R.China,Chinese Community Health Network,JILIN DEPAREMENT OF HEALTH.2. QuestionnaireA self-designed questionnaire was applied on348medical staff selected from118urbancommunity health service centers in the16cities of Jilin province from May2011toDecember2011.3. Statistical methodsData are typed in by Epidata software and analyzed by SPSS13.0statistical software.The statistical methods include descriptive statistics, rank-sum test, analysis of variance,t-test and multi-stepwise regression analysis.4. SWOT analysisSWOT is short for Strength、Weakness、Opportunity and Treat. Using SWOT analysis, we found out the strength,weakness and treat of EHR(the difficulties in implementation),and designed the questionnaire including those factors for assessing the medical staff’ scognition on EHR.Results:1. The score of the EHR advantage is highest,and the average scores of the entries areall above4points(full mark five points);the score of the EHR disadvantage is lowest,andthe average scores of the entries are all between2and3points(full mark five points);theentries in difficulty dimension are about3points (full mark five points).2. The EHR advantage cognitive dimension is significantly different in different agegroup and different position group (P<0.05), the EHR disadvantage cognitive dimension issignificantly different in different gender group and different professional group(P<0.01);theEHR implementation difficulties cognitive dimension is different in different degree groupand different community work time group(P<0.05).3. The median of Community medical staff’s evaluation score on EHR is1;maximumis4;minimum is-4. There is statistically significant different of the evaluation on EHRbetween medical staff who received formal training and those who received informaltraining (P <0.01).4. Community staff’s degree and training methods are the influencing factors formedical staff’s evaluation on EHR.Conclusion:1. Most community medical staff are satisfied with the advantages of EHR(convenient,effectively,health management advantages).2. There are statistically differences on EHR advantage cognitive dimension、disadvantage cognitive dimension and implementation difficulties cognitive dimensionbetween the community medical staff with different personal characteristics.3. The overall evaluation of the community medical staff on EHR is positive.4. The health administrative departments can improve the medical staff’s satisfactionwith the EHR and promote efficient use of community health resources by improving themedical staff qualifications and training the medical staff.
