ObjectiveThis paper focuses on exploring the main components and analyzing the present situation of the management levels of provincial medical universities’non-directly affiliated hospitals. It aims at establishing a systematic, scientific and reasonable evaluation index system, on the basis of which data validate research are carried out in order to provide references and countermeasures for the management affairs in the non-directly affiliated hospitals.Objects of StudyThe evaluation objects are the management levels of14non-directly affiliated hospitals of a provincial medical university. Their general status, medical treatment quality, teaching conditions and scientific research are chosen as sample targets.MethodsLiterature research, expert interviews and Delphi technique are used to set up the theoretical basis and principle for the management level index system of non-directly affiliated hospitals in provincial medical universities; proportionate allocation method was adopted to calculate the index weights. Weighting method and accumulating method of comprehensive point system were used to build-up an overall evaluation model. The integrated scoring method was employed to conduct the empirical study.Results1. Establishment of the evaluation index system for the management level of the non-directly affiliated hospitals of provincial medical universities.Evaluation index system was selected and determined with Delphi method. According to the results of expert consult in two rounds, and with mean number>3.50, full score ratio>0.20and variation coefficient<0.25for standards, the items in the first survey which were not consistent with the standard were deleted. Combined with the expert’s opinions and suggestions, the evaluation index was revised. The second survey was carried on. After two rounds of experts consultation, each item’s mean and variation coefficient are consistent with the standard. The index system was constructed. It consists of4first-level indicators,19second-level indicators and90third-level indicators.2.Determination of the weights of the evaluation index system.After the second round of expert advice to the Delphi on indicators of the relative importance of the assignment based on the proportional distribution method to calculate the weight of each index, each an index weights are as follows:0.2551,0.2529,0.2568,0.2352.3. Constructed the comprehensive evaluation model of the evaluation index system of the management level of the non-directly affiliated hospitals of provincial medical universities This research has introduced weighting, accumulating methods to construct the comprehensive evaluation model, which can be expressed as:Conclusion1.Establishment a scientific and effective evaluation index system for the management level of local medical universities’non-directly affiliated hospitals2.Constructed the comprehensive evaluation model for the evaluation index system of the non-directly affiliated hospitals management level.3.Empirical studies show that the reliability and the feasibility of the evaluation results derived from the evaluation index system are relatively high.Innovative points1.A general information database on the management level of provincial medical universities’ non-directly affiliated hospitals is established for the first time.2.The evaluation index system concerning the management level of the non-directly affiliated hospitals of provincial medical universities is built for the first time, and an empirical research is carried out for the non-directly affiliated hospitals’management quality.Ideas of further study1.Further improve the evaluation indicator system.2.Collect and perfect more related data and carry out further empirical studies from other non-directly affiliated hospitals management level of provincial medical universities.
