Study On The Optimization Of Fund Management In Public Specialized Hospitals Under The Situation Of New Medical Reform

The government encourages the private capital to enter the medical service industry,with the advancement of the reform of the medical and health system in our country.The capital investment is increasing,and the government undefineds financial support to the public hospitals decreases year by year.The medical industry enters the market-oriented transformation.After the new round of medical reform abolishes the drug bonus,the long-term mechanism of supplementing the medical by medicine has been broken,and the new compensation mechanism is gradually improving.The decrease of public hospital income is inevitable,which brings new challenges to the fund management of public hospitals.As the blood of the continuous and orderly development of the medical industry,funds play a vital role in the medical reform.As the main part of medical industry in China,public hospitals are generally faced with the problem of shortage of funds under the new medical reform situation,especially the specialized hospitals which are in a competitive disadvantage.The shortage of funds limits the healthy development of public hospitals to a certain extent,and then affects the advancement of medical and health system reform.Based on the research and analysis of the fund management of Shandong X Hospital in the process of new medical reform,this paper puts forward the optimized scheme of fund management of the public specialized hospital,in order to promote the solution of the difficult problems of development.This paper starts from the related theories and concepts of public hospital fund management,and emphasizes the importance and necessity of efficient fund management.By analyzing the characteristics of public general hospitals and specialized hospitals and their differences in fund management,to stress the disadvantages of public specialized hospitals in fund raising,especially the compensation mechanism.Furthermore,it emphasizes the influence of the new medical reform situation on public hospitals and the requirements to fund management.Then,this paper makes a quantitative and qualitative analysis of the current situation of fund management in Shandong X Hospital,including financial data analysis,fund management environment analysis,problems and reasons analysis.Through the analysis,it is found that there are some problems in the fund management of X Hospital:single source of funds,poor liquidity of funds,excessive debt with interest,and failure of cost control.The main causes of the problems are defects of internal management system,imperfect compensation mechanism of government,influence of national health insurance policy,weak supervision of government and so on.Based on the analysis of the problems and reasons and the actual development of X Hospital,this paper puts forward the optimized scheme of hospital fund management:through debt management,The introduction of social capital,the meticulous management of funds,the strengthening of internal control,to solve the fund management problem.
