If any of security guard missions wants to be well-accomplished, competentsecurity guards should be absolutely necessary. Therefore, the selection ofexcellent youth to serve as competent security guards is a very important premise.Competency is an important research area in modern human resourceactivities, and it provides an important basis for staff recruitment, staff appraisaland staff training.Developing competency model for excellent security guards is the basis forbuilding a security guards selection system, as well as the theoretical basis forcultivating excellent security guards. After detailed literature analysis, it can be reached that the People’s LiberationArmy (PLA) of the People’s Republic of China (PRC) has developed somecompetency models for junior officers, pilot cadets, astronauts, drivers andsignalmen, etc, providing the basis for recruiting and cultivating talents for keyposts in the PLA. But, through the literature analysis, it also shows that the research on competency model for security guards is insufficient, especially theCompetency Model for Security Guard of the Air Force of the PLA.To this end, this research paper uses the Occupation Analysis System to havea good understanding of the specific competencies that are characteristic of highperformance and success in the security guard missions of the PLA Air Force, soas to develop a Competency Model for Security Guard of the Air Force, andfurther more, to offer theoretical basis for the Air Force to select and train itssecurity guards. In order to accomplish the research paper, the author firstly translated andrevised the Occupational Information Network (O*NET) developed by the USDepartment of Labor and then chose230officers and men performing the securityguard missions in the PLA Air Force. After these preparations, the author madethorough investigation and systematic analysis on the capabilities, skills, knowledge, activities, styles, psychological traits and attributes required forsuccessful performance of security guards of the Air Force, just in a bid todevelop a Competency Model for Security Guard of the Air Force. In this paper, the author tests and verifies the Model with methods of the keyincident analysis and the expert evaluation. In the meantime, the author makes a360-degree evaluation on30excellent security guards and30ordinary securityguards of the Air Force, so as to test and verify the discriminant validity of theCompetency Model for Security Guard of the Air Force.Featured Research Results:1. The paper translated and revised the occupation analysis system, namelythe Occupational Information Network (O*NET), and developed initially aChinese Version O*NET Questionnaire in five dimensions.2. The paper chose the most important competency indicators of the security guards of the Air Force in four dimensions, such as the capabilities, skills, activities and styles, and developed a4×3Competency Model forSecurity Guard of the Air Force according to the3levels of the S value.3. With the critical event analysis method, the expert evaluation methodand the comparison method, the paper tested and verified the Model andproved that the Model is good in validity.
