Nuclear energy is a "double-edged sword", it gives us wealth and energy tothe human, at the same time, it may also bring crisis, resulting in an irreversibledisaster. From the beginning of1954, Soviet Union first peaceful use of nuclearenergy for power generation, the world’s nuclear power development has come abrilliant but difficult and tortuous history of the past60years. Three Mile Islandnuclear accident of United States and the Chernobyl nuclear accident of formerSoviet Union, also remaining in peoples memory, the Fukushima nuclearaccident triggered by an earthquake in Japan in March2011,7, has focusedattention on the development of nuclear power industry and nuclear safety onceagain. Safety of nuclear power plant issues again caused great concern of theinternational community. EU started a review of nuclear safety policy, carry outinvestigation on the EU’s nuclear facilities, and plans to draft more stringentsafety standards of nuclear power reactors. Germany surprisingly announcedthat it will shut down all nuclear power plants before2022. China also give apositive response, instantly organizations nuclear facilities to conduct acomprehensive safety inspection, Ensure absolute safety through acomprehensive and detailed security assessment, assessing all in-built nuclearpower plant with the most advanced standards, strictly observe approval process for new nuclear power projects, pay close attention to the preparation of nuclearsafety planning, adjustment and improvement of nuclear power developmentprogram. The second session of the Nuclear Safety Summit was held in Seoul inMarch2012, the heads of the participating countries have discussed the threatand solutions of nuclear terrorism.History of several major nuclear accident alert us to use of nuclear energyproperly, we must put great attention to the safety of nuclear power development.With the highest level of technology, Japan can not avoid the crises of a nuclearaccident. So how to develop the nuclear power industry, deal with nuclear safety,effectively respond to potential nuclear accident crisis and do a good job of aNuclear Accident crisis response and emergency work to enhance the quality ofthe nuclear accident emergency medical rescue, have become an essentialresearch topics of "national security" to every nuclear energy using country.This paper cites the response and emergency rescue experience ofChernobyl nuclear accident and the Fukushima nuclear accident crisis,responsibilities and obligations of the government, politicians, nuclear powercompanies, nuclear scientists, the International Atomic Energy Agency and otherinternational organizations, responsibilities and obligations of the society andthe army was identified, the environmental problems caused by the nuclearaccident crisis and norms must be noted in crisis response was analyzed, theethics of journalism and communication in the crisis of a nuclear accident wascombed, the importance of citizens’ personal qualities and scientific quality wasemphasized, focusing on features of the nuclear accident crisis facing themedical emergency rescue mission, presented the ethical requirements andmedical ethics principles of the nuclear accident. Finally, the problems faced by part of the contact nuclear terrorist attacks and respond to ideas and principles toreflect on the nuclear and high-tech applications, the development of mankind asa whole, the ultimate impact of human fate.
