The human beings have entered modern civilization whose main feature is ecological civilization after agricultural and industrial civilization. Development of nuclear power is the extension of the industrial civilization, specific requirements and trends of ecological civilization construction in this specific period. It is said to be "specific" rather than "inevitable" because it may cause extremely serious ecological crisis if the nuclear power is improperly used. There is close relationship between nuclear accidents dissemination and the media ecological environment:firstly, the media environment is the "place" and "container" of the spread of nuclear accident, which determines the content, form and process of the spread of a nuclear accident. In the great era of the current media background, to some degree, the media environment could push forward the spread of a nuclear accident and even promote its function. Secondly, the spread of nuclear accident would potentially form a complete and unique media environment system. Communication system of a nuclear accident is made up by the first grade producer (communicator), second grade producer (media), third producer (marketing), consumers (audience), decomposition (recycling, user) and non-biological environment (natural and social environment) and other elements, which constitute a complete media environment. At the same time, nuclear accident transitions belong to a special kind of technology dissemination activities. In this ecological environment, every segment of the "food chain" is unique. What’s more, the spread of a nuclear accident is a way of material recycle, energy flow and information communication in the great media ecosystem. The Media ecology theory uses ecology view as methods to explore the mutual relations and working law between people, media, society and nature. Through the interaction and interdependence between material exchange, energy flow and information exchange, this theory intends to explore how to constitute a dynamic equilibrium unity. This paper gives a definition of the nuclear accident at first, then gives an overview of the course of media ecology theory development, and proposes a useful point on the relationship between nuclear accident spread and the media environment. And then by comparison of two highest-level nuclear accidents in the human history——the Chernobyl nuclear accident and the Fukushima nuclear crisis, this paper analyzes the media environment in the two major nuclear accidents propagation, sums up the medium ecological crisis during the spread of these two nuclear accidents. Besides, combined with the development of China’s nuclear power, this paper makes clear the importance of building a nuclear safety culture. Finally, referring to the development situation of China’ nuclear power, basic strategy for solving these crises could be proposed in the perspective of crises communication. We could build media ecology system for nuclear accident transmission in the aspects of government, media function, enterprise participation, public popularity and ecological awareness. We should follow principles of nature, respect the science, encourage rational communication, and structure the cultural system of nuclear safety in order to perfect media management mechanism in the spread of a nuclear accident, and maintain benign interaction and balance of the entire media ecosystem.
