This article conducted a questionnaire survey, interview investigation and expert informal discussion through the city’s 28 of two or more medical and health units, 56 township hospitals, 15 community health service centers, 33 Community Health Service Station. Try on the" expensive medical charges" in-depth analysis of the causes, we sammarize the objective reason that we cannot change such as the aging population, the disease spectrum change, the development of medical technology, medical service level improvement and hospital costs rise. But some unreasonable subjective factors is their mainly reason, including lack of financial support by government, the unreasonable increase of medicine and examination fees, the hospital operating behavior was not standardized, payment is not scientific. Through the reason analysis, aiming at the unreasonable element, put forward solutions to increase the government finance investment, control drug price, standardize the medical service, the reform of medical price system and payment, the development of community health services, improve the medical security system.
