Research On The Countermeasure Of Perfecting Tianjin Medical Service System

Medical and health care is based on the health needs of people, and is closely related to people’s lives. Since the reform and opening up, the medical and health undertakings of China have developed rapidly. Especially in recent decades, the medical and health service system covering both urban and rural areas has been basically formed, significantly improving the health level of Chinese people. However, with the more attention people have paid on their health, and the rising incidence of various diseases, there are some contradictions between the development of health care and economic and social developing requirements and health needs of ordinary people. In particular, the problems of difficult and high cost to access medical care for common people indicate that there exist a lot of problems in medical and health undertakings.After the official launch of "Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform"(hereinafter referred to as "the new medical reform") in2009, Tianjin, with its unique geographical location and course of health care development, has been implementing the new medical reform actively. Adhering to the demand-orientation and reforming policy, Tianjin took the principle of "equity priority, efficiency must be given consideration". Through policy-orientation and optimizing configuration of health resources, the ability and level of medical services in Tianjin has improved significantly, and health care reform and medical services has been gradually expanded, embarking on the right way.Based on the interpretation of basic theory, this paper will take a review on the developing experience and model of domestic and international medical and health service systems, and systematically analyze the status quo of health care system in Tianjin. What is more, it will analyze the influencing factors of Tianjin medical services system and make evaluations on the system, identifying its problems. According to the evaluation results, combined with advanced experience at home and abroad, the paper will point out the necessity and importance, as well as measures and suggestions to improve the medical service system in Tianjin.
