Objective: In order to provide evidence for making scientific and effective policy, we analyzed and evaluated objectively and systematically the problem of"difficult medical services and expensive medical cost", and then discussed the influence factor through the research of microcosmic, macroscopical, subjective and objective factor.Method: The study systematically reviews the data and document of the government and health administration. The random sampling investigation was used for the children's patients of Soochow university affiliated children's hospital, and 200 valid questionnaires were obtained. The data were analyzed by descriptive analysis, the chi-square test and multivariate logistic regression analysis.Result: We found that 71% parents of hospitalized children commonly pressured the phenomenon of"difficult medical services and expensive medical cost"in Suzhou, special child hospital were selected by 75.5% parents of hospitalized children when their children got sick, and 56.5% parents of hospitalized children thought that it was difficult to go to a doctor when their children got sick. We also found that 56.5% parents of hospitalized children thought the pediatric medicine was lack in Suzhou, difficult medical services for children was ranked the second place among buying house, entering school, entering kindergarten, seeing the doctor, purchasing of cars and finding a suitable job. Through macroscopic analysis we found that health resources for children was shortage and irrational allocation of in Suzhou, and the medical cost increased a little during the last five years in Suzhou, but the increase amplitude was less than that of the increase of income growth, at the same time the medical cost of Suzhou was lower than the medical cost of Nanjing. Though hospitalization insurance against critical illness had started to implement in 2006 and New Rural Cooperative Medical System is expanding gradually, the coverage of the medical insurance and mode of payments is still need to be reinforced.Conclusion: Most of the parents of hospitalized children commonly pressured the phenomenon of"difficult medical services and expensive medical cost"in Suzhou, but it was not agree with the data of the health administration. The rate of insurance coverage was still low. The resource utilization and accessibility was lack and low performance-price ratio in basic-level medical organization. The higher medicine expenses and examination expenses was the influencing factors of"difficult medical services and expensive medical cost"for children in Suzhou.
