The Research On The Medical Relief Practice In Dinghai District Of Zhoushan City Under The Background Of New Medical Reform

On March17th,2009, The CPC Central Committee, the State Council issued the" on deepening the reform of the medical and health system."According to this file’s requirements, under the guidance of Dinghai District of Zhoushan city closely around cure "protect the basic, strong grassroots, build mechanism", with medical assistance system of high-quality curriculums, strengthening health talent introduce, training and other measures, and constantly improve the basic medical and health service system, improve the community medical service capability. Therefore, study of Dinghai District medical assistance system has important practical significance and social significance.This article in Dinghai District of Zhoushan city as a case study, on the hospitals, streets, communities and medical institutions and other related departments to carry out a thorough investigation and research, understand and grasp the current medical relief system implementation effect, existing problems, On this basis, the authors mainly depending on expanding aid range, improving the salvage standard, strengthening the system cohesion, simplfied aid program, improving the efficiency of aid to explore the Dinghai in Zhoushan city the long-term mechanism of medical assistance system, put forward the reform and development’s of the current medical assistance system suggestions.This paper draws lessons from medicine, sociology, management science and other disciplines research results to discuss medical assistance system issues of Dinghai,Zhoushan with literature research, comparative analysis, normative analysis and positive analysis. This paper is divided into six parts. The first part is the introduction, analyzing the background and reasons of the medical aid system as well as the research status of the academic and theoretical circles on the medical relief system. The second part is the overview of medical assistance system under new health system. It mainly discusses the basic content of the medical aid system. the third part puts forward the Dinghai medical aid system model and implementation effects. It emphatically introduces the achievements of new health system under the background of the medical aid system. The fourth part indicates the existing problems during the implementation process of this system, of which the author also pointed out some shortages. The fifth part introduces the experience of medical aid system at home, of which the domestic part focuses on Chongqing. Yueyang, Jilin. Then the auther makes a summary. The sixth part, as the finishing touch, proposes the countermeasure and reform of the Dinghai medical assistance system by summarizing those previous situations, mainly from three aspects to strengthen the reform and perfection.Finally, I hope this research and exploration can further promote the reform and development of the medical assistance system in Dinghai, Zhoushan, and can make contributions to the harmony of the society and the harmonious construction of island.
