Mencius, the confucian thinkers in ancient China, pointed out:"princes of the three treasures:the land, people, government affairs." The land of the three treasures as a national first. China had always been founded on agriculture. The farmers accounted for an absolute majority of the population. The agriculture was the foundation of national economy. The relationship between farmers and the land had been the most basic,and the most important factor, restricting Chinese economic and social change. Lands administration was no longer used in China,except in Taiwan. Land administration was a research of the distribution and the management on land. Its content was all-inclusive, including the Land Economics, the History of Land System, the Land Policy, the Land Reform, the Land Tax, the Land Financing, the Cadastral sorting and so on.Wan Gguoding, a famous agriculture historians, the main founder of the Agricultural History Subject, the first director of Chinese Agricultural Heritage Research Office, committed to collect and neaten agricultural history data. He made a great contribution to the agricultural history research. In1931,Wan Gguoding began researching the Economic History of Agriculture. published a series of articles on the history of the Land System in the Jinling Learned Journal. Qian Changzhao, the National Government Secretary gave attentions to that. He twice arranged Wan Guoding making lectures for Chiang Kai-shek. From then on,Wan Guoding foused on research of Lands Administration in Nanjing National Government. Although the time of this work is short(1931-1948), but Wan Guoding make a significant contribution in Lands Administration of the academic research. In1932-1947,Wan Guoding in addition toteaching and research wor in the University of Nanking, started as a Commissioner or part-time Commissioner in Defence Planning Committee in charge of land issues, land tax problem investigation and research work, master a large number of first-hand materials.on Lands Administration in Republic of Chinathe Period. Afte the Anti-Japanese War. Wan Guoding also had planed to organize such information as Lands Administration Proceedings,divided into two topics,"Land Tax and Land Value Tax" and "Cadastral sorting".Thirties,facing the growing economic problems in rural areas, the National Government began to concern the people’s livelihood. On the autumn of1932, Xiao Zheng,organizing ten land experts held a Seminar on the land. After the meeting, people with lofty ideals thinked that Land issues are deeply need further study.So on January8,1933China Land Society was founded. Wan Guoding proposed to publish Lands Administration Monthly, building the Brainstorming and mutual-research platform. Wan Guoding was the chief editor all the time. This monthly is the Chinses first publication named Lands Administration. It published a total of five-volume six, till Anti-Japanese War outbreaked. since then Wan Guoding served as an editor for Human and Land Semimonthly, the Central Daily supplement:Human and Land, Land Reform Semimonthly.Wan Guoding began to teach the field system history courses at the University of Nanking since he published a series of articles on the history of the Land System in the Jinling Learned Journal. In1932, after the establishment of Lands Administration college. Wan Guoding continued to teach the history of Chinese Land System,is as a full-time professor, creation of the land tax issues lecture. He saved a hundred and sixty investigation reports and academic papers in this period. This data had important reference value. It maked a great significance.on the success of land reform in Taiwan.Wan Guoding,as a agricultural history scholar, entering in politics, was the student’s thinking to serve the country. By the way of Scientific Research, Reality of Investigation, Discussing of History, he expected to achieve land reform. Despite the loss of confidence in the National Government, he gradually fading out from the politicians, but he edit the History of Land System, to make the past serve the present,creating the new areas of History academic. He edited the first academic journal, as the Chinses Research Institute of Lands garden and the actual report of the mouthpiece of the movement to a great extent on the Lands at the time of promotion. Although the National Government Land reform failed, Wan Guoding and othe Lands academic experts in agriculture for the economic recovery was still a certain catalytic effect.
