Study On The Cultivated Land Appropriation And Compensation Balance Policy In A District Of Wuxi

In recent years,with the rapid development of urbanization,the scale of construction land has expanded rapidly,and a large number of high-quality arable land resources have been occupied.The trend of urbanization is still obvious in developed areas,and the total amount of arable land has fallen seriously,and all the high-quality arable land in urban areas is occupied,while the low-quality land in remote areas is often replaced.Although this has reached a dynamic balance in quantity,it is often unable to achieve good results in quality.With the rapid economic development of the Yangtze River Delta,the government has attracted A large number of investments,and the construction land in A District of Wuxi City has expanded sharply,and a large number of high-quality arable lands has been occupied.In the early stage,the government mainly paid attention to the balance of the amount of cultivated land appropriation and compensation,so the government often developed high-quality woodland and grassland into cultivated land,which not only destroyed the quality of cultivated land,but also affected the ecological landscape.The subsequent farming situation was poor and greatly wasted cultivated land resources.Based on the statistical analysis of the situation of cultivated land resources and the implementation of the balance policy of cultivated land occupation and compensation in A District,this study will analyze the existing problems in the implementation of the balance system of cultivated land occupation and compensation in A District,and try to advance some suggestions to solve the problems on this basis.Although the quality of cultivated land resources in A District is relatively high and the paddy field area is relatively large,the current situation of cultivated land resources with insufficient reserve resources determines that it is very difficult for A District to replenish cultivated land by itself.The district government uses a variety of measures to implement land system of dynamic balanceand a clear division of labor.But the implementation of dynamic balance policy is not optimistic in A Distict.The actual ownership is greatly reduced,the cultivated land reserve resources are limited.Therefore,it is suggested to scientifically formulate land consolidation planning,implement reward and punishment mechanism for cultivated land protection,expand cultivated land supplement channels,improve reserve resources,explore and implement coordinated management mechanism for balance between cultivated land occupation and compensation,and strengthen the supervision system for balance between cultivated land occupation and compensation,which can promote the protection and improvement of cultivated land quality.
