Railway is very popular nowadays. However, railway unit is always beset with casualty accidents of workers as the great development of railway and successive operation of high-railway. Then it is a clear need to introduce improved security management idea since the traditional security management modes cannot keep pace with the rapid growth of railway. In this paper, a risk management mode was studied.The key factor of the risk management idea is the identification of risk., in this paper, the current security status of railway labour and the cause of accidents were systematically investigated. The operation was divided into several parts to identify the potential risk and then a database of all kinds of security risks was obtained after comprehensive analysis of the effects of people, environment and management according to the modern security management modes.The analysis of risk was studied by matrix method. Grading standards of security risks were established on a standard scale of1to4after the evaluation of the frequency and consequences of the risk events of railway labour.The final purpose of the risk management is to control the risks. According to the security management objective and system of railway labour, an idea of controlling the security risks was researched to establish security management manual and risk warning cards of railway labour, and finally control the risks in basic units.In this paper, the risk identification, risk analysis risk evaluation and risk control were combined with the actual production via a bottom-up method taking risk management of railway labour in Guangzhou as an example. Finally, the applications of risk management in routine management of railway labour were reviewed, which provided a reference for formulating security management measures, security examinations and improving the training methods for railway workers.
