The task of aviation equipment maintenance is the important bracing of the AirForce equipment support, also is an important part of the combat power. sincelearning the repairment managing mode of the Soviet, to forming RCM (reliabilitycentered maintenance) concept, our army use the experience of repair concept andadjust from foreign militaries and civil aviation partially, but aviation repairingmanagement mode has not changed significantly all these years. There are thefollowing characteristics:In the organization structure, the same type parts of the aircraft components andthe system are divided togetherly, with the distinction between the professionalmanagement of the machinery, ad hoc, radio, ordnance, repair, work their own way,between the lacking of cross-linking prone work of loopholes. Under this kind ofsystemic structure, it’s easy to get work loopholes; Secondly, the working process ofrepairment managing mode is to obey different forms of plan to work. It is lacking ofrigorous, careful and quantitative regulation. Under this kind of working progress, itis easy to have a phenomenon of palter and low efficiency. Thirdly,the quantitycontrolling of repairment managing mode concentrate too much on the checking ofaeroplane’s entirely quantity. It is mainly at the end of the occupation which checksrepeatedly as the job duties. Under this kind of working progress, it is lacking ofprogress monitoring. Fourthly, the evaluation system of repairment managing modeis based on statistic data that build on repairing information, this kind of evaluationsystem neither cover the whole repairing movement, nor the sense of certain. It isdifficult to find out the symptom at the back of the question and not easy to solvethoroughly.In sum, the existing form of our aerial repairing area hasn’t been able to face the different challenge coming with the equipment upgrade and technologyinnovation. So it is necessary to use progress regulation, constrainttheory,6S-regulation theory, produce and maintenance wholly theory, etc torecombine the aerial repairment managing mode, in order to solve the advantages ofthe imperfect managing mode, unscientific repairing details, unreasonable repairingsystemic structure thoroughly. On the aspect of systemic regulation, we should thinkfully of the duty, mission and mainly details on the aerial repairing organize, in orderto rebuild different sorts of repairing units and change the professional regulation tothe module regulation; On the aspect of occupation process, analyzing carefullyabout the mission taken on the aerial repairing system, focus on the aerial repairingsystemic characteristics and divide the inside and outside. We need to achieve therebuild of occupation process; On the aspect of controlling the quantity, build threedependent quantity controlling module about building the aerial quantity conditionmonitoring, repairing time limit monitoring and part fault monitoring to make surereasonable monitoring details and efficient monitoring methods; On the aspect ofevaluation index, distinguish six sides of repairing minds, team struction, businesstraining, work accomplished, quantity safed, equipment to remark the moduleinstruction to make the remark end quantitative and digital.In the process of regulated implementation elaborate, it should think highly ofpracticing and accomplish the preparation of theory, equipment and securityequipment. During the step of operation should accomplish the document system,various software, equipment and people training and so on, in order to implement thecareful regulation picture clearly and specific.
