Research On Evaluation About Implementation Of The South Guangzhou Master Plan

The significance of general plan lies in the implementation. Only through the implementationof planning, planning for urban construction and development can play a guiding significance.However, the status and role of the current general plan is facing unprecedented challenges.There is a series of problems in the overall urban planning process, from preparation toimplementation. For example, some important indicator of the general plan is often broken,the implementation of urban planning is arbitrary, the implementation and monitoring ofplanning are lack of appropriatie legal safeguards, making it difficult for the government toimplement effective management of urban construction and development. Therefore, reflecton the establishment of system of the general plan, research on the change of theimplementation of the general plan, the establishment of effective implementation of thesafeguard mechanism, these become the pressing problems facing the Government and theplanning and management department.Take the southern Guangzhou (Panyu District and Nansha District) as the study area has aspecial meaning. Since1990, the southern region experienced two major adjustments ofadministrative division. In1992, Panyu became a city from a county. In2000, Panyubecame a district from a city.2005, Nansha District was divided from Panyu. With theadjustment of administrative division of the southern region, the urban construction hasexperienced the development of bottom-up and top-down. Full market economy in thedisordered state and government-led supplemented by market are two patterns of urbandevelopment.The two distinct modes results are also far apart.This article learns from theoretical research and practical experience of implementationevaluation of urban planning,and pointed out the problems of the evaluation of the urbanplanning implementation, establishing the evaluation system of general implementation ofGuangzhou in the southern region. Implementation of the evaluation system of the contentframework consists of three parts, the first part is the evaluation before the implementation,comparison and inductive analysis of the characteristics and content of each version of thegeneral plan. The second part is the evaluation of implementation results, taking the " Panyu Area Development Plan " for example, using quantitative analysis, GIS technology, andpublic survey, and so on. The evaluation is around in the three aspects, the implementation ofthe urban form of space, the urban social and economic goals, the general public subjectiveexperience feedback, emphsising on on planning goals rather than simply physical spacecorrespond to the planning. The third part is the mechanism for implementation of planning,from the government force, market forces and social forces. Finally, there is a reflection andrecommendations of the planning and implementation of Guangzhou in southern.
