Study On Evaluation For Community Center Of The Towns After Wenchuan Earthquake

In2008, earthquake suddenly hit Wenchuan, when our country was paying attention to the people’s livelihood construction, and the construction of urban and rural community service system was put on the official agenda.Community center is the base of connecting local emotions, local culture and the community spirits, and the core public service facilities of the community as well. Therefore, this evaluation and study on construction of the community center is conducted in order to improve the quality of the community center after an earthquake and the state of use. The results of this research can be referenced for building and developing the community center after an earthquake in the future, and will be helpful to balance the urban and rural public facilities quality and practice the community sustainable development.The special scale discussed in this research is in the region of the reconstruction places in Wenchuan after the earthquake. First through documents reviewing, and field investigation and put forward an evaluation structure of cities and towns community center after the earthquake. According to the structure, status investigations were made focus on five town community center cases in three post-earthquake reconstruction regions, to learn about the status of use and discover problems, evaluate, and then put forward a proposal of improvement and construction planning. This thesis covers four parts:the theory research, investigation, evaluation system structure and the empirical research.In the thesis, the evaluation standard system for construction of cities and towns community center after earthquake consists of the target grade, criterion grade and index grade. Effectiveness, accessibility, locality and autonomy are the four items of the construction of cities and towns community center after earthquake in criterion grade. Index grade includes20concrete evaluation factors. In the thesis, it adopts the multi-level comprehensive sorting evaluation index weight system, and applies analytic hierarchy process and fuzzy mathematical evaluation to get evaluation conclusion.At the meantime, a serious cognitive misunderstanding of the concept of community center is found, which should be corrected. The construction of the cities and towns community center after earthquake should emphasize its autonomy and locality, to unify and develop living power of the post-earthquake reconstruction community, and let community which is reconstructed after earthquake reshape the vitality indeed.
