Study On Ethic Of Planning And Design For Wenchuan Post-Disaster Reconstruction Of Community

Wenchuan earthquake disasters have made the people in this areas suffer huge losses both on their materials and spirits. The Party Central Committee pays high attention to the concern of the victims in the process of post-disaster reconstruction planning. At the same time, as we are in a period of social transition, phenomenon of loss of ethics and morality is inevitable in urban&rural planning and construction.The thesis, based on the moral principles, using the basic unit-urban community in the post-disaster reconstruction planning as a point, studies the problems existing in the method and theory of community reconstruction planning and design from the perspective of victims. The purpose of the study is to help maintain the public interest in urban&rural planning and construction and reconstruct the justice in the community. Thus the result can be used as a reference for the post-disaster reconstruction of urban communities in the future.The study covers the region of the reconstruction places in Wenchuan after the earthquake. Firstly through literature review, the author analyses the basic ethics and principles of urban planning and design. Then, on this base, the author explores the needs of the victims and the work of the designers and administrators with an empirical investigation in four towns of the three post-disaster reconstruction areas. The research includes five ethical issues in post-disaster community reconstruction planning and design, which are the issues of ethics of safety in planning and design, the issues of ethics of humanity in planning and design, the issues of ethics of sustainability in planning and design, the issues of ethics of responsibility of the designers, and the issues of ethics of administration of the administrators.Based on the qualitative research, the author establishes the optimal multiple regression model with the data of survey sample and in terms of the cognition of community residents on the reconstructed community, proposes the most prominent ethical issues which affect the victims’cognition on the reconstructed community in planning and design from bottom-up way. The targets are the issues of ethics of safety and the issues of ethics of humanity in planning and design. By analyzing the reasons that affect the cognition of community residents on the reconstructed community, the author finds that the reconstruction of post-disaster community disaster prevention in the community building, community day-to-day security, community reconstruction participation mechanisms, community space humane design is not perfect.Consequently, some countermeasures can be taken to deal with ethical issues in post-disaster reconstruction of urban communities.Include the participatory reconstruction planning of community, the policy and information propaganda of community,the legal protection and organization building of community, the disaster prevention system planning of community, the construction of community disaster prevention space,the space prevention of community, the safety protection facilities and identifies facilities of community, the policing management facilities planning of community, the exchanges space of community,the environmental comfort of community, the barrier-free construction of community.
