Research On Emergency Management System Of City Disaster With Knowledge Map

With rapidly accelerating of the process of global urbanization, people lived in Western Regions faced with a problem such as increasing number of natural disasters and terrorism. At the same time, varieties of serious traffic accidents, food poisoning and the epidemic situation of infectious disaster happened sometimes in the domestic, urban disaster emergency management turns out to be a significant problem for the development of modern society. Therefore, it is urgent and necessary to build a Efficient system of urban disaster emergency management.In this paper, by the application of the relevant theory and methods related to the knowledge map and the emergency management system, exploring the structure and the theory of the urban disaster emergency management system, analyzing systematically the urban disaster emergency management system (definition, type, the knowledge map technology), and then construct the overall frame, function and procedure design of the urban disaster emergency management system, moreover, take a coastal city for example, making the emergency process model based on the knowledge map and put it into actual applied analysis. The main research work and results are stated as follows:(1) On the basis of the summary of the emergency management and the knowledge management theory and practical experience at home and abroad, this paper analyses in totally the emergency management system that involved in the organization structure, main business, information classification and emergency grading, and then generalizes the knowledge management technology, especially the knowledge map technology.(2) This thesis dissects the demand of the emergency management system, generalizing the emergency data type and structure type, applying the knowledge map technology to connect the data in the knowledge base with the knowledge content, building the urban disaster emergency model that depends on voice network and method of knowledge framework representation in order to shorten time of knowledge acquisition, accelerating the knowledge circulation, improving the ability of system browses classified search.(3) Based on the knowledge map, this paper designs in totally the emergency management information system from top to bottom, summarizing a variety of subdivided function module design and work procedure design that come from this system.(4)Take the petroleum pipeline explosion in a certain city for example, by the way of ER map, accomplished part of emergency process tracking analysis, moreover, depending on the Arc GIS technology, obtained the visual process of the optimal route choice.At the end of this paper, summarizing the research work and put forward the research direction in depth in the future.
