The Research On Natural Disasters Emergency Management Based On Knowledge Management

In order to better respond to natural disasters, we need to develop and utilize these knowledge resources. However, there are two issues in this area. On the one hand, we are lack of systematic arrangement to this knowledge. This knowledge is often fragmented distribution in the different emergency departments, different agencies, different staff PC, files cabinet or mind, and it does not play its due value; on the other hand, we are lack of listing knowledge systematically. This knowledge can not play a role in the face of problems in the condition of messy, chaotic. These two problems now have caused our powerless in the face of natural disaster. It will be effective to solve the difficult problems in the use of natural disaster response knowledge by introducing the idea of Knowledge management into the natural disaster emergency knowledge management. We want to reach the objectives:when the natural disaster happened, the natural disaster emergency management personnel can retrieve natural disaster response knowledge platform and find the knowledge to assist decision-making quickly in order to improve the efficiency of the natural disasters emergency management and reduce the losses caused by natural disasters. This study is to achieve this goal.The chapter Ⅰ is introduction. It illustrates the purpose and significance of the study based on the knowledge management of natural disasters from the perspective of knowledge management and natural disaster emergency management. It also introduces the research status of emergency knowledge management of natural disasters at home and abroad, and obtains a foothold of this article from the existing research gap.The chapter Ⅱ introduces the theory of knowledge management and natural disasters emergency management. It makes natural disaster emergency knowledge management as a study, and arranges emergency knowledge needs from the whole process of the natural disaster emergency management.The chapter Ⅲ introduces that China already has the basic conditions of natural disaster emergency knowledge management. It includes wide range of government emergency management network, natural disaster contingency plans for knowledge systems in recent years, and the construction of government—government information resources sharing.The Chapter Ⅳ is planning and designing natural disaster emergency knowledge management platform based on the e-government. It proposes planning scheme of platform construction.The Chapter V introduces the main problem in the knowledge management of natural disasters, for instance, government regulators’understanding to knowledge management, natural disasters emergency knowledge management mechanism, the use efficiency of natural disaster emergency management knowledge, the natural disaster emergency knowledge-sharing, natural disaster emergency knowledge management platform, and it proposes solutions.The Chapter VI is the conclusion of this article. It includes the main contribution, innovation, inadequacy of this paper and vision for the future.
