In recent years, different kinds of emergency events have occurred in chemical industry park of China, caused huge losses to people's lives and property.Comprehensive and various Information of emergency events brings troubles in decision-makers' evaluation of scenario. How to effectively standardize information and analyze scenario elements based on information integration and knowledge transformation,is an important problem in field of constructing emergency management knowledge base. This paper, supported by National Natural Science Fund Project "chemical industry park accident scenario evolution reconstruction and emergency decision making research"(No.71403293),brought hybrid Petri Net into scenario characterization and evolution and constructed an ontology knowledge base for emergency decision support. The detailed research work is as follows.(1)Analysis elements of scenario, measures with hybrid Petri Net model and knowledge element model and its evolution.(2)Applying the “scenario-response” decision model in building ontology model of emergency domain and semantic retrieval. At the same time, the core ontology reasoning code development is completed.(3)A case study was applied for a leak accident of an oil pipeline. The result indicates that scenario characterization method combines the logic form of hybrid Petri Net and an expression of scenario properties in knowledge element model.According to the design of system function, database and interface, the prototype of knowledge base was accomplished. This article begins with analysis of emergency scenario elements of chemical industry park, building scenario characterization and evolution and ontology knowledge base model, which can provide support for emergency decision theoretically and practically.
