The characteristics of natural disasters are mainly manifested in strong explosive,many types and wide distribution areas.However,as a densely populated area,the losses caused by the sudden outbreak of urban disasters will be continuously enlarged with the population gathering,and have a significant impact on people’s life and social operation.When the city suffered from natural disasters,the demand for emergency supplies will increase rapidly,emergency supplies supply stability,about the efficiency of emergency rescue activities,and to improve the efficiency of emergency rescue will strengthen the city management of emergency logistics,to ensure its efficient operation,in order to be timely and effective response measures.When giving full play to the emergency capacity of urban natural disasters,it is necessary to carry out a series of research work such as the evaluation of the emergency logistics capacity of urban natural disasters by combining the characteristics of natural disasters.This paper first introduces the research background and significance,and detailed the literature in the field of emergency logistics,urban emergency logistics and emergency logistics capability,as well as the research content and research framework of the article.Chapter2 introduces the relevant concepts and theories,including natural disasters,emergency management,emergency logistics,emergency logistics system,emergency logistics capacity,methods,etc.The third chapter mainly analyzes the influencing factors of the emergency logistics capacity of urban natural disasters from the three dimensions of resource guarantee,emergency rescue,recovery and reconstruction,and further establishes the evaluation index system of the emergency emergency logistics capacity according to the selection principle of indicators,and then expounds the measurement of each index.The fourth chapter is based on the cloud model and TOPSIS theory,combined with the evaluation index system in the third chapter,and considering the availability of original data,and the evaluation model of urban natural disaster emergency logistics capability is constructed.First,the Delphi method and cloud model are used to determine the weights,and then the fuzzy description is used to quantify the indicators.Finally,the TOPSIS method is used to calculate the patch progress to evaluate the emergency logistics capacity of urban natural disasters.In the fifth chapter,this paper selects the provincial capitals of six central provinces as the evaluation objects,collects data for special quantitative processing,substitutes the processed results into the cloud-TOPSIS evaluation model,and obtains their evaluation results to complete the evaluation process.This paper obtains the following research results: in the theoretical aspect,the current urban natural disaster emergency logistics capacity is deeply discussed,and combined with the cloud-TOPSIS theory,put forward a complete set of evaluation system,in order to better evaluate the urban natural disaster emergency logistics capacity.In terms of evaluation ideas,this paper mainly uses the cloud model,delphi method get the relative weight of the evaluation index,through fuzzy description in the evaluation system,using the TOPSIS method,get the distance between the positive and negative ideal solution and close degree,at the same time establish contains five levels of urban natural disaster emergency logistics ability level standard,which can be used to express the degree of urban emergency logistics ability.In terms of empirical research,the empirical research results of this paper show the emergency logistics ability level of the case city under natural disasters,and analyze the score of each index of the case city to find the weak points in the urban emergency logistics system,and put forward the corresponding improvement strategies.
