| With the social and economic development, human being has been fully satisfied withtheir material needs, and began to pursue the spirit of enjoyment. Eco-tourism resources as animportant resource which can make people who pursuit the quality of tourism enjoy the spirit,so which get more and more people’s attention. And Eco-tourism is also a scientific andsustainable travel patterns, which is consistent with the overall social and economicdevelopment trend. Ecological tourism resources in Northwest of China is extremely richbecause of its unique geographical location, but the irrational exploitation caused severedamage in recent years, and especially in legal protection, there is a series of defects andproblems which contains that a theoretical study does not deep, imperfect legislative system,administrative law enforcement is weak, the relevant system is not perfect and so on. So, howto build the Northwest perfect eco-tourism resources legal protection system to alleviate thecontradiction between the local development of tourism resources and ecological environment,improve the environment and economic development of the local area, and build aharmonious society in accordance with the law has a major practical significance.This paper from the viewpoint of law, based on extensive data collection and analysis,and combined with the actual situation of China’s northwest region, conducted in-depth studyon the legal protection of the eco-tourism resources in Northwest. First, the dialecticalrelationship between eco-tourism resources development and environmental protection isdescribed from three aspects, the history and current situation of eco-tourism, the conflictbetween traditional travel patterns and environmental protection, and Eco-tourism on thesignificance of Environmental Protection. Second, the problems in the Northwest eco-tourismresources is analyzed by retrieving the number of relevant papers, inspecting laws andregulations, surveying Law enforcement situation of government, and researching policiesand systems. Third, the advanced experience of the United States, Japan and other developedcountries in the protection of eco-tourism resources were introduced and learn mainly fromeco-tourism resources legislation, to play the government forces and consider the communityand the interests of the residents. The fourth, starting from the actual situation of China’snorthwest, the laws countermeasures of the Northwest eco-tourism resource protection were raised and conclusion was gained which based on the previous part of the analysis and exploreand learn on the basis of foreign advanced experience. |
