Study On The Legal Issues Of The Protection Of Marine Beach Resources In Guangxi

As an important reserve resource of land,the coastal areas of Guangxi are developed and utilized on a large scale——which is of great significance to meet the needs of economic development.The exploitation and utilization of marine beach resources in coastal areas can not only alleviate the situation of land shortage,but also increase the economic income of coastal residents.Since the approval of"Guangxi Beibu Gulf Economic Zone Development Plan" in 2008,the open development of Guangxi coastal areas has set off an unprecedented wave.A large number of marine beach resources have been converted into construction land,agricultural land or breeding sites,and so on,so frequently opened Development and utilization activities bring economic benefits to the coastal areas of Guangxi,but also cause many negative effects on the environment,such as the reduction of marine beach area,the decline of biodiversity and the serious pollution of the beach,which seriously hinder the healthy economic development of the coastal areas of Guangxi.The emergence of these problems highlights the need for a special law on the protection of marine beach resources,but at present,Guangxi and even the whole country have not formulated and promulgated a special law on the protection of marine beach resources,laws and regulations related to marine beach resources,which is more conducive to the development of marine beach resources,rather than ecological protection,or indirect counter-protection based on the protection of other environmental objects.It reflects the protection of marine beach resources,and the content of marine beach resources is scattered in different laws and regulations.In order to achieve the balance between the exploitation of marine beach resources and ecological protection,it is necessary to study the legal problems of marine beach resources.This paper starts with the concept of ocean beach resources.At present,the concept and nature of ocean beach are not defined uniformly,which leads to the dislocation and absence of ocean beach management and protection in practice,so it is the key to make clear its concept and nature.Secondly,it expounds the basic situation of Guangxi's marine beach resources,so as to understand the situation,exploitation and utilization of Guangxi' s marine beach resources and ecological problems.Thirdly,it discusses the present situation of Guangxi' s marine beach resources protection from three angles of legislation,law enforcement and legal system,and an alyzes the existing problems of current marine beach resources protection.Finally,the problems of marine beach resources protection put forward feasible suggestions and countermeasures.Finally achieve better protection of marine beach resources and achieve sustainable development of marine beach resources.
