Study Of The Optimization Reclamation Program Based On Marine Ecosystem Services

China’s coastal urban social economic boom and population growth increase thepressure of the land demand. Coastal cities are beginning to fill in the sea. Withbringing huge economic benefits, the marine environment has been damaged, and thehidden trouble for the future economic development is buried. At present, our countryis lack of a unified reclamation evaluation system to guide and regulate thereclamation activities in China. This paper attempts to set up a comprehensiveevaluation system for reclamation evaluation.According to the cost benefit analysis principle, the evaluation indicators aredivided into two parts, the landfill costs and benefits. Considering the economicbenefits and ecological benefits of the reclamation, the indicators are divided intoreclamation income, reclamation costs and the ecological loss. The reclamation willbe comprehensively evaluated in order to optimize the reclamation program. Acomplete system of reclamation evaluation will be established.In the evaluation method, using the Marine ecosystem services theory, of theecological influences and social economic benefits of the reclamation have beenconsidered. The factors involved in reclamation, such as economic factors,environmental factors and cultural factors, are scientifically classified. The evaluationresults are expressed In form of currency so that the different indicators can be unified,and the managers and the general public can have the quantitative awareness onreclamation.This evaluation system achieves the quantitative analysis of the sustainableincome of the reclamation. Through the analysis of the ecological loss, reclamationengineering benefits and the current rent standard of sea area use, the problems that exist in the system of paid are analyzed. The economic means to control thereclamation activities are proposed.The system is applied to the Luoyuan Bay in Fujian province. Ecological damage,economic benefits and project costs of the several reclamation programs arecomprehensively evaluated. According to the principle of maximizing the benefit-cost ratio, the best program is selected. At the same time, the rent of sea area use isanalyzed. So that the Luoyuan Bay reclamation development activities can be guidedand the reference for marine conservation and management will be provided.
