The Appraisal Methods Of The Price Of Marine Ecosystem Compensation In Sea Reclamation Project

With the advance of the Ocean Development Strategy, the appraisal of marine area is in full swing. But marine resources are limited and precious, Irrational exploitation of marine resources will lead to irreversible damage. It’s necessary to study the appraisal methods of marine ecological-compensation to control the damage of marine ecosystems.This article is based on the development of theoretical and practical researchers of ecological compensation, and mainly discusses some issues of the appraisal methods of the price of marine ecosystem compensation in sea reclamation project which are as follows:(1) The article summarizes the development of theoretical and practical researchers of ecological compensation and marine resource assessment, and defines the meaning of marine ecological compensation in sea reclamation project. Combined with the status quo of China’s marine ecological compensation and related theories, such as theory of sustainable development, ecological environment value theory, the theory of externalities, public goods theory, etc., the article clarifies the necessity and significance of the appraisal of price of marine ecosystem compensation in sea reclamation project.(2) The article analysis the losses of different ecosystem services caused by sea reclamation project. Then presents three methods of accounting the marine ecological compensation standard of sea reclamation project. After that,the article establishes different assessment models, and compares the characteristics of different methods and point out the Scope of application of every method.(3) The article at last takes the case of Shuangpan Shoal as an example. On the basis of the sea reclamation plan in Shuangpan Shoal, the article uses ecosystem services value method and opportunity cost method to value the marine ecological compensation standard of sea reclamation project, the range of which is 1.76×109-5.54×109yuan. And analyzes the rationality and limitations of the result, points out that this result should be adjusted by the benefit game to promote the sustainable use of marine resources.
