Research On The Warning Index System Of Marine Resource And Environment Carrying Capacity For Reclamation Land Projects

In recent years,with the development of the scale and quantity of reclamation projects,the problem of marine resource and environment destruction caused by reclamation projects has become more and more serious.This paper aims to evaluate the impact of reclamation projects on establishing the warning index system of marine resource and environment carrying capacity.By studying the large national case of Xiamen Dadeng airport reclamation project,the paper studies theories and practical application of the warning system of marine resource and environment carrying capacity,and puts forward the supervision mechanism of marine environmental protection.The paper summarizes some related indexes of marine resource carrying capacity and marine environment carrying capacity from domestic to abroad,and establishs the index base of marine resource and environment carrying capacity on reclamation project.The first-level indicators of the index base were devided into 5 second-level indicators: entertaiment,nutrition supply,biological diversity,sea water quality and capacity,ecological stability and safety,which includes 41 corresponding third-level indicators.By analyzing the operability of indicators in the index base and the actual situation of the case,we choose 20 third-level indicators.Finally,the assignment and weight of index were calculated by Delphi Expert Scording Method and Analytic Hierarchy Process,which concludes the score of marine resource and environment carrying capacity on Xiamen Dadeng airport reclamation project is 51 points,in the state of three yellow warning.Xiamen Dadeng airport reclamation project impacts entertaiment,nutrition supply,biological diversity,sea water quality and capacity,ecological stability and safety of Dadeng sea water,which includes 12 indexs below 60 points.When the marine environment and resource are destroyed,the structure and function of the marine system will deteriorate.According to the evaluation results and combiningwith the "Seven Parts Constitute A Whole" Supervison Model,this paper puts forward some corresponding regulatory measures for marine environmental protection.These methods from public to government to alleviate the shortage problem of maritime administrative department.
