China is located in the East Asian monsoon region, its weather and climate is complex. Meteorological disasters such as drought, flood, typhoon, high temperature, chilling injury, sandstorm frequently happen and threaten the property and the lives of people. As global warming and extreme weather events intensify, meteorological disasters seriously hinder the development of our national economy and affect the harmony of the society. Therefore, mastering the characteristics and regularity of meteorological disasters and carrying out the corresponding risk assessment research for meteorological disaster have great significance for preventing meteorological disasters, improving the ability of disaster prevention and mitigation, safeguarding people’s lives and property and maintaining the healthy development of social economy.As a new geographic information technology, geographical information system (GIS) is widely used in many areas by its mass data management and processing capacity, its spatial data analysis capacity and its rich visual expression ways. GIS overcomes all the problems happened in the process of data processing in the assessment of meteorological disasters by its support of multi-source data. Therefore, GIS becomes a research hotspot in meteorological research and business application and it has been widely used in meteorological fields in recent years.On the basis of former theory research and application study, the author combined his professional skills and took actual business application needs as the breakthrough point,then developed the fine assessment system for meteorological disaster risk based on GIS and C/S structure system, by using meteorological observation data, basic geographic data, social economic data, remote sensing data, weather forecast product data, history disaster data and etc. and taking Delphi7, GIS platform, SQL Server2005management studio, ArcSDE spatial data engine as technical support.The main content of this paper are as follows:1. We analyzed the current research status of weather disaster risk assessment, and then we built a universal risk assessment model for meteorological disasters based on the theory of disaster risk.2. We studied various data spatialization methods and established corresponding fine assessment methods according to the influence factor in the evaluation model.3. We studied the technologies and methods for the development platform of system and made reasonable design for system framework, system function and database.4. We studied and realized the fine assessment system for meteorological disaster risk based on GIS and provided a powerful customization tool of meteorological disaster index, and the assessment and pre-assessment of routine meteorological disaster risk.
