Natural disasters, especially meteorological disasters, frequently occur in China, which cause largest economic loss. Shishi city faces the sea on three sides. The meteorological disasters in Shishi frequently and suddenly appear with a very high intensity, so it is very important to evaluate meteorological disaster risk in Shishi city. In practice, it has important significance to make defense planning to enhance the capacity of meteorological disaster prevention and mitigate the loss caused by meteorological disasters.The meteorological observation data, historical disaster data, basic geographic data, social economic data as well as meteorological disaster prevention engineering and non-engineering measures data were used in the paper. Starting from the definition and influence factors of meteorological disaster risks, three kinds of meteorological disaster were assessed, that are rainstorm and flood, typhoons and lightning. Based on GIS technology, the paper used genetic analysis method to build a meteorological disaster risk assessment model by selecting four meteorological disaster evaluation factors including hazard risk assessment, disaster environmental sensitivity assessment, hazard bearing body vulnerability assessment and disaster prevention and mitigation capability assessment. After risk assessment of rainstorm, typhoons and lightning disaster, the research drew the risk zoning map of meteorological disaster in Shishi. On this basis, the research determined the appropriate plan of meteorological disaster prevention.The main conclusions are as follows:(1) Different meteorological disaster in different positions has obvious difference. Considered the hazard risk, disaster-environmental sensitivity, disaster body vulnerability and disaster prevention and disaster reduction capacity, we can see that the rainstorm and flood disasters mainly located in Hubin street with the highest risk. The second high risk areas are mainly concentrated in Linxiu, Feng Li street, south of Baogai and Eastern region of Xiangzhi. Low risk area includes northern of Hanjiang and midium risk area mainly distribute in the middle of Shishi city. Typhoon disaster risk in Shishi city is gradually increasing from the west to the east. Among them, the Xiangzhi town belongs to high risk areas, and Jinshang town and hongshan belong to the second high risk areas. High risk area of lightning disasters mainly include the northeastern town of Linxiu, northern and eastern of Hanjiang, and the eastern of Hongshan. (2) Based on the analysis of the comprehensive meteorological disasters risk assessment results, the eastern of Xiangzhi and the eastern parts of Hongshan are in the highest risk areas. The central and western regions of Xiangzhi, most region of Hongshan Town, central area and southern regions of Jinshang, most southern region of Yongning town belong to second high risk areas.(3) Defense division of meteorological disasters. According to the comprehensive risk distribution of the meteorological disaster, the study area was divided into three meteorological disasters defense zones. The first defense zone include Xiangzhi town, Hongshan and Jinshang town, where the risk of meteorology disaster is highest. The second defense zone mainly distributed in the central and the western region of Shishi city. The third defense areas for the general defense zone mainly located in the Lingxiu, Fengli street, the northern of Baogai, the western of Hanjiang town.
