Zhoushan Marine Industry Comprehensive Performance Evaluation Research

In21century, land resources for human beings use is increasingly exhausted with the risinginflation of the world’s population, so humans began to more develop and make use of the ocean,and the Marine industry has become the important growth point and power source of economicdevelopment. But the traditional extensive marine exploitation and utilization lead to excessivedevelopment of marine resources, too much waste disposal, serious marine pollution, and marineecological environment deterioration, and these problems increasingly affect the sustainabledevelopment of marine economy.To protect the marine environment, make full use of marine resources, avoid the "treatmentafter pollution" old way, must fully understand the scarcity of marine resources environment andkeep the coordination and balance of marine economic growth and marine ecologicalenvironment. Marine industry comprehensive performance evaluation aims to build an indexsystem from economic, social and environmental aspects from the perspective of sustainabledevelopment, and comprehensively value the influence of marine industry development toregional economy, society and environment impacts. Performance evaluation must take marineresource, marine pollution into the indicator of marine industry, and quantitatively analyzemarine industry’s overall development situation, industrial structure，contribution rate oftechnological progress, social contribution and ecological efficiency. This paper summarizesthe related concepts of Marine industry comprehensive performance evaluation, describes thestructure of Marine industry and the few pillar industries, summarizes the problems in Zhoushanmarine industry development, selects analytic hierarchy process to make comprehensiveperformance evaluation of the main six marine industries of Zhoushan, puts forwarddevelopment countermeasures of each marine industry, and put forward some suggestions for thewhole development ofZhoushan marine industry.
