Performance evaluation is an internal management mechanism which is used for enterprise to self-control itself and to achieve its objective management, it is a way to improve organizational staff performance,both development team and individual potential, so that the organization can obtain continual success of management thinking and strategic,integrated management methods. Performance evaluation is an innovation in enterprise management system.The current methods of performance evaluation mainly are Dupont financial evaluation method, economic value-added evaluation method, the balanced scorecard evaluation method, 360-degree performance evaluation method, AHP and the compulsory distribution method. These existing evaluation methods have their own shortcomings, such as 360-degree performance evaluation method has more complicated applications, generally apply only to corporate executives to evaluate; AHP process is difficult to consider the business objective performance and individual performance together and so on.Combining the strengths of these methods, this paper designs and implements a combination of analytic hierarchy process, balanced scorecard, 360-degree performance evaluation method, based on objective analysis of performance evaluation, compulsory distribution method for the performance management system, at the same time, this paper researches and analysis the advantages and disadvantages of the new system. This system not only enhanced the advantage of various performance evaluation methods through the information system, but also enhanced the performance evaluation methods themselves by merge variety of different performance evaluation methods in the system.The system mainly includes four major modules, they are departments and staff management module, performance indicators management module, performance evaluation module and the application of performance evaluation results module. The five performance evaluation methods are combined into the implementation of the four major modules organically. This system used the open source project of the Apache community called Tobago to implement the Web GUI and the system logic.
