Human resource is the most important management activities at the core of enterprise,it is also the force driving of enterprise's rapid development.Now,our country is in the period of rapidly development,the stable development of the energy enterprise has the vital significance to China's development.This require the coal enterprise has a clear understanding of human resource management risk during the period of big market competition pressure and complex economic environment,and quickly build a scientific and effective human resources management system,to keep the competition of coal enterprise.This paper focus on the identification and evaluation of coal enterprise's human resource management.First,the risk of HR management research at home and abroad were reviewed,comb the basic definition,connotation,characteristics,classification and its harm,studying method of risk identification,establishing the three-dimensional identification model based on regime,idea and technology.By analyzing the factor and consequence to establish a HR management risk hierarchy index model.Selecting the risk matrix method to evaluate risk,the coal enterprise as the object,the risk assessment data as the results,and put forward some suggestions for HR risk's preventions and promote the coal enterprise' development healthy and smooth.This paper points that risk can be produced by enterprise during their daily management activities,research on how to identify and evaluate these risks is very important.Using the three-dimensional model considering the risk under different levels in different tenses of state.It make results more diversified and systematic,to help enterprise to identify risks better.By using risk matrix method make cola enterprise to evaluate risk faster and find control measures.
