Research On Optimization Of Administration And Control For Food Safety In The Circulation Link Of Fuzhou

Food safety problem has great effect on the people's health, the development of economy and politics and the construction of harmonious society. Recent years, as food safety problem occurs frequently, thus the government and the public should pay high attention to those dangerous factors that exist in our daily life.Circulation is an important link of the whole-process administration and control on food. The new "three" program issued by the State Council on July 11 of 2008 and "Food Safety Law"executed from June 1, 2009 give the Administrative Department for Industry and Commerce the power on administration and control on food safety in circulation. Based on this , the circulation in Fuzhou for the study of food safety supervision. Do research by virtue of such theories in economics as information asymmetry, market failure, Homo economics. First, the domestic and foreign research on food safety are reviewed, introducing domestic and foreign situation of food safety research. Second, we analyzed the distribution of food safety regulation in Fuzhou, Through analysis, we found problems, then find out why. Again, referring to foreign and Taiwan food safety management experience, we propose some strategies and suggestions, such as support strengthening of the policy level, the adoption of origin tracing during circulation, popularization of food safety inspection, strict food safety admittance, establishment of the information system on food safety, intensity on the food safety publicity, practice on effective incentive mechanism, perfecting on the responsibility mechanism, development of honest and clean government and participation encouraging of the public and social communities in the administration and control on food safety. Finally, the combination of food operators, food consumers, food regulators circulation survey, we drew research conclusions, evidence of countermeasures.
