| Creating the high-tech industrial zones has become the first choice for countries and regions across the world to develop high-tech, promote industrial upgrading and economic growth since the world's first science park was established at Stanford University in the early 1950s. After nearly 60 years of development, high-tech zones have given an strong impetus to the development of the national economy, the regional economy and the whole world economy. As an effective institutional guarantee of the high-tech zone development, countries generally establish a flexible and creative open management system which is suited to their own basic conditions, the reality of high-tech zones, and the changes of market.With the implementation of "National High-tech Industrialized Development Plan" in August,1988, there is an upsurge of creating high-tech industrial zones across the country. After 20 years of development, local high-tech clusters have formed unique management systems and provided an institutional guarantee for the development of the high-tech zones according to different stages of development and regional realities. With China's high-tech zones'entering into the transition period from exploiting policy advantages to creating institutional advantages,The reality of "Restarting an undertaking" has put forward new demands and challenges for the current management system of our nation's high-tech clusters. The backwardness and rigidness of the system has become a choke point to constrain the sustainable development of most domestic high-tech zones. It has become a major strategic and technological issue for domestic high-tech zones to know how institutional innovations will be carried out and which kind of public management system should be established.Through literature mining, comparative studies and case studies etc., the author put emphasis on the following jobs:1. The theory study and practical experiment introduction of domestic and foreign high-tech management system makes the cognition a framework upon problems brought by high-tech zones management system. The high-tech management system is divided into two categories and four smalls:single management (including government-managed and university-managed) and multi-management (including company-managed and foundation-managed). During the selection and design of the high-tech zone systems, not only the constraints of its own stages of development, but also the effects of external environmental factors to the clusters should be considered, the organization principle "Great service, small agency" should be followed and a dynamic and flexible management system should be created. In this kind of management system, neither the support and intervention from local government can be short of, nor should the positive participation of high-tech enterprises, research institutions and related social service agencies be uninvolved in.2. From the management perspective, the Zaozhuang high-tech zone management system was introduced and analyzed. The necessity and urgency of innovating the management system has been recognized through the analysis of the challenges confronting the development of the Zaozhuang high-tech management system. Zaozhuang high-tech zone management system belongs to single government-managed system. Management committee, a government agency, serves its function as "quasi government" in nature to run all undertakings in high-tech zone management system. With the changes of management environment, the original management system has become an institutional constraint of leap-forward development in high-tech zone, severely trapped in the reliance on which the ways, paths, and experiences had brought strides development for high-tech zone. The gradual loss of vitality and elasticity of system, coupled with years of imperfection of social service system, makes high-tech zones gradually lose the attractiveness of high-tech enterprises. All these facts require Zaozhuang high-tech zones to innovate the management system and renew the vitality as soon as possible.3. Combining the literature review theory with the realities of Zaozhuang high-tech zones, exploring preliminarily the direction and path of Zaozhuang high-tech zones management system innovation, transforming from the scale expansion to content enhancing, in the hope of bringing the leap-forward and sustainable development for Zaozhuang high-tech zones through the institutional innovations. On the one hand, while continuing to strengthen the Government's policies on high-tech zones, the preference and investment of resources, promoting the reform of property rights, separation of government and enterprise, establishing scientific and standardized management system, and promoting the construction of the market economy. The government should concentrate on providing excellent public service, rather than excessively intervene in the operation of the market economy.On the other hand, encouraging, training, and supporting the operation of social public services, intermediary service organizations. Broadening the field of the high-tech services, promoting the construction of complete set of facilities in investment environment, and creating a sound, attractive and unique nature of the investment and business environment; and then on the one hand, taking the initiative to break the regional barriers, industrial limitations and constraints of management ways, exploring the cross-regional, cross-industrial, cross-systematic industrialized operation mode of the high-tech, making it a win-win situation of multi-party cooperation. |
