At the era of knowledge-driven economy, the market competition gets more and more fierce, the speed of technology integration and cross-curricular accelerates, emerging technologies and emerging industry is becoming an important force to lead the future development, the integration trend of scientific research, technological innovation and industrial development gets more apparent. In order to meet the challenge, various countries are trying to break the barriers of resources, promoting the flow and integration of innovative resources. Collaborative innovation, as a brand new organization modes of technological innovation, an open innovation model, It can fully mobilize the enthusiasm and creativity of enterprises, universities, research institutes and other innovative subjects, it shows great importance of speeding up the integration and diffusion of technology in different areas, different industries and various aspects between the innovation chain.National High-tech Industrial Development Zone (hereinafter referred to as National High-tech Zone) was approved by the State Council, a specific area to promoting the formation and development of the industrialization of high technology, improving the regional innovation environment by gathering the innovative resources and implementing preferential policies and reform measures to promote the development of high-tech industry, maximizing the liberation and development of science and technology, the primary productive force, in order to lay a solid foundation of consummating a complete system of high-tech industries for our country.National High-tech Zone, as the bearer of an important national mission, in its20years of development history, has made brilliant achievements, but there are also issues cannot be ignored:the similarity of development model with other development zones, innovation capability is weak, industry agglomeration level is low, radiation in stimulating is not strong. In the new era, in order to achieve the goal of the enhancement of innovation capabilities, the optimization of the economic structure and the transformation and upgrade of industrial structure, National High-tech Zone must implement collaborative innovation, to combine quality innovative subject, to improve innovation efficiency of resource use, and take the road of innovation-driven endogenous type development path, make National High-tech Zone recover its essential characteristics of "high" and "new", to build an innovative park.This thesis use National High-tech Zone as the object of study, on the basis of analyzing and researching the concept and correlation theory of collaborative innovation, enriching the theoretical system of collaborative innovation. Referring to the domestic studies on collaborative innovation model, combined with the actual situation of the National High-tech Zones, construct the National High-tech Zone conceptual model of collaborative innovation system; Designing the questionnaire based on the conceptual model, investigating the enterprises from Hefei High-tech Zone, using the combination of qualitative and quantitative methods, to study and analyze the construction and development of Hefei High-tech Zone’s collaborative innovation system, and the status of enterprises to participate in collaborative innovation; identifying the problems of the construction and development of Hefei High-tech Zone’s collaborative innovation system, and propose targeted countermeasures and suggestions.The full context of the thesis is organized as follows:Part1is an introduction, introduces the research background, purpose and significance of the topic, research ideas, research methods, and possible innovations.Part2is a literature review, from the origin and development of collaborative innovation, the nature and content, influencing factors, mechanism design, performance evaluation, introduced collaborative innovation related content from five aspects.Part3is the definition of the main concepts and basic theories, defining the concept of National High-tech Zones, collaborative innovation and National High-tech Zone collaborative innovation system, meanwhile, introducing the innovative theory, coordination theory and triple helix theory. Part4focuses on domestic and international high-tech research park collaborative innovation practice, researching the innovative practice of Silicon Valley, USA I/UCRC, as well as domestic Zhongguancun National Innovation Demonstration Zone and the Wuhan Donghu New Technology Industrial Development Zone.Part5on the basis of realizing the characteristics of National High-tech Zone collaborative innovation system, and comparing the previous study of collaborative innovation model, construct the National High-tech Zone collaborative innovation conceptual model.Part6analyze the actual situation of Hefei High-tech Zone collaborative innovation system, and carry out the questionnaire through enterprises from Hefei High-tech Zone, analyzing Hefei High-tech Zone Collaborative innovation system development situation through empirical analysis.Part7on the basis of the foregoing for research and analysis, proposing the problems and countermeasures of the construction and development of Hefei High-tech Zone collaborative innovation system.Part8on the basis of the analysis of the entire thesis, identify research deficiencies and future research directions.
