Study On The Innovation System Of Enterprise Cluster In Shenyang High-tech Zone Based On CAS

After 20 years of development, the High and New Technology Industrial Development Zone of China has become an important base for the implementation of independent innovation in science and technology development and the main battlefield to lead the national high-tech industrialization. as one of a national hi-tech Industrial Development Zones, Shenyang high-tech Zone persists in using high technology to transform traditional industries, strives to make dent in key technological fields, accelerates the construction of science and technology industrial bases, continuously strengthen the competitiveness of leading industries in science and technology, and promotes the overall revitalization of old industrial bases in Shenyang. In this paper, based on the CAS theory, the cluster innovation mechanism is studies from such perspectives as path dependence and locking mechanism,deconstruction and path innovation. The innovation system for enterprise clusters in Shenyang high tech Zone is established in an effort to provide theoretical support for the development of enterprise clusters. systematic analysis and comprehensive evaluation were conducted on the complex domestic and overseas adaptive systems,enterprises clusters and cluster innovation theories. The structure of Shenyang high and new technology enterprise cluster innovation system is analyzed in light of the actual development of enterprise cluster innovation. The spontaneity, the functional emergence and the complex adaptability in the process of enterprise cluster innovation are studied.The analysis of the complex environment and dynamic factors of Shenyang high and new technology enterprise cluster innovation shows that the enterprise cluster innovation is complex. It is not only affected by the innovation ability of enterprises and institutions in the cluster and it is related to the connections between enterprises and institutions in the cluster and in particular, closely to the regional innovation environment. Through the innovation of the design principle of the performance index system, an evaluation index system for the innovation performance in the innovation system is created. Part of the high tech Development Zones in the Northeast China was selected as the high-tech enterprise cluster. Their innovation performance was analyzed and evaluated with the method of data envelopment analysis(DEA).Strategies for enhancing the innovation ability of the cluster were designed from the perspectives of enhancing innovation system, guiding the degree of freedom innovation, and optimizing innovation network in an effort to provide a theoretical basis, methods and strategy support for promoting the cluster harmonious development, tackling the prominent problems in technology innovation in Shenyang,realizing the endogenous growth development goals driven by innovation and revitalizing the old industrial bases in Shenyang and Liaoning as well.
