The main competitiveness in the 21 st century is the talent as the human resources are becoming core-competitiveness for enterprises. Brain drain is a kind of phenomenon prevents private enterprises from further development. This thesis carrying out empirical research focused on staff wastage of Shanxi Jiaocheng Hongxing chemical Co., Ltd, analyzing respectively in Enterprise Interior material causes, cultural causes and staff own problems. The countermeasure research is made with the emphasizes on the establishment of an effective incentive mechanism, bringing up the hiring culture with local features culture and Building effective communication channel. They were supplemented by establishment of a corporate systems,training systems,Alert Mechanism in Brain drain. Hoping gear my study to practical use and service all the enterprises.At the aspect of this subject a large numbers of researches are made in foreign but there is a few works in our nation. Different employ System influences personnel flow. For example, frequent loss of intellectual is happening in America while Profiting from life-time employment Japan is low in the Overall rate wastage of the staff。It differs from different cultural backgrounds, Social Security System and Historical Transformation.It is also closely related to admired culture and feature of commercial corporation. Chinese private enterprises gradually developed after the reform so research on the cause and countermeasure of private enterprise staff wastage is rare. Systematic study and theory are not completely established. Overseas research can only be viewed as a reference as corporate culture and background differs greatly from one country to another. It is a gradually perfected process to establish a theory on staff wastage in Compliance with Chinese enterprise feature. The text researches in human resource management terms, giving an analysis to staff wastage in Shanxi Jiaocheng Hongxing Chemical Co., Ltd, presenting my solutions to be widely used. Staff wastage faced by other private enterprises. At the meantime, hoping to apply and enrich the current human resource theory on the basis of empirical research in order to point out shortcomings and bring about steady improvement in thinking and innovation with an aim to sublimate related theory. Solving problem and perfecting the theory can be a contribution to the study in the field.
