The competition of the talents among those individual enterprises is rather important than the competition within them under the global economic integration. Thus, maintaining all those talents has become the principle of maintaining the persistent competitive capability of the enterprises. As for the high-tech company for which author works, keeping advanced technology is the leading element of enterprises improvement. Consequently, technical employees, as well as the stability of those employees, play an irreplaceable role in the developing of the company, and this shall lead the continuously developing of the unit. The raising fact that what so called "undermine the foundation", the way of tempting the employees to job-hopping is based on the analysis mentioned above.Technical staff wastage is the key problem one that the most enterprises facing nowadays. Take CEFOC for example, the research involved with the analysis of the effect from employees’ leaving, increasing cost of the enterprises personnel, decline of the cohesion, and the divulging of top secret is based on the model of staff wastage. The questioner and departure Interview for both retired and the staff in-service is being passed in order to solve the problem. The leading effect of the high rate of staff wastage is founded, and the measure in tackling the existing problem is given with the effective plan in reducing the problem of staff wastage.
