Today, we are in a very different era and the traditional economy, in this era, the main business as the main micro-economic operations, its changes to adapt to changing times. In the way the business world, intelligence operations have gradually replaced the product management and capital management, human resource quality and quantity of competition more and more become a key competitive. Especially in the economic and internationalization has become increasingly evident, human resources become more and more important, become an important factor in the victory. If companies lack the advanced human resource management concepts and high level human resources team, the lack of appropriate international standards of human resource management model and management system, then certainly in the fierce competition to be eliminated. Seen in business management, human resources management is more important. In view of this, the paper on human resources management as a starting point to the virtual management background to aerial Remote Sensing Agency as an example to study the impact of virtual human resource management factors, as lay the foundation for long-term development of enterprises.This paper studies, on the basis of the literature review, after the actual research, the Chinese Administration of Coal Geology Bureau of aerial remote sensing of virtual human resources development as the background to Agency as the main aerial remote sensing, aerial remote sensing in the Bureau to conduct a comprehensive analysis of the status quo based on the growth of China General Administration of Coal Geology Bureau of aerial remote sensing virtual human resource management problems and deficiencies, and Remote Sensing Bureau of virtual human resource management, empirical analysis, AHP from the competition, technology, risk and cost to find four a virtual human resource management affect the factors, while enhancing the development of China Coal Geology Bureau of aerial remote sensing human virtual human resource management related strategies.Innovation of the paper is mainly reflected in:the virtual enterprise concept of human resource management, types, content, and to make clearly defined; domestic and international human resource management, virtual research to explore the current situation, identify the lack of research; for the actual present situation China Coal Geology Bureau of virtual aerial remote sensing factors of human resource management and promotion strategy.
