In the 21st century, at background of economic globalization, knowledge and network, the traditional economic model is no longer able to provide an absolute competitive advantage for enterprises to obtain. The management model of human resources subjected to an unprecedented charge, while the human resources become the fundamental competitiveness of enterprises quietly. Human resources management has been elevated to the strategic level, and the virtual human resource management has emerged, as a new human resource management theory and model to meet the new economic Characteristics of the new economic era. However, there are many potential risks while the implementation of the virtual human resource management brings benefits to enterprises. This risk is multi-faceted, and therefore it is especially important to find the corresponding controlling measures for the risk identification and evaluation.In this paper, based on carding the theory of virtual human resources management, it analyze a variety of risk factors existing in the form of the virtual human resource management process for its three kinds of applications, including outsourcing, personnel leasing, and information technology. Discuss the types of Virtual Human Resource Management risk, from internal risks and external risks, and conduct detailed description. In accordance with the dynamic change of the risk in the different applications of assessment form, and combining the characteristics of the virtual human resource management, build the index system of the risk assessment. Obtain the data by use of the expert scoring method, use the AHP to determine weights, use the fuzzy comprehensive evaluation method to evaluate the various risk factors, and ultimately get the results of a risk assessment.Finally, put forward the risk prevention and control measures of the enterprise virtual human resource management and establish a comprehensive and effective risk control mechanism. The risk-control mechanism includes two aspects: the risk control based on formal contracts and the trust and coordination mechanisms based on contractual relationships.
