Under the economy feathering marketing , network and ternationalization, Human resources management has become the basic factor to win the competitive competence more than investment increasing and enlarge the scale of production in the competition among states and areas and enterprises. With the development of management and the improvement of internet technology , organizations are facing an increasingly changing environment. A new human resource management theory—vitual human resource management was put forward first fromenterprise circle and was paid attention widely .Virtual Human Resource management is designed to realize the management innovation and the promotion of managerial efficiency in the process of realizing the aim of the enterprise transforming the practice of excising human resource management only within the enterprise. The birth of the virtual human resource management theory goes with the virtual management theory. It is also a combination of the strategic human resource management theory, transaction cost theory and the enterprise resource theory.This article begins with the virtual human resource management theories to work out the practice plan after analyzing the issues existing in the human resource management of the target enterprise and the afterwards function by exercising the Virtual Human Resources management .It uses the decision-making module of the virtual human resources management to work out the practice plan accompanied with the corresponding measures according to the existing risks. At last , it puts forward the measures of how to put the theories into the practice and the problem to be challenged in the future.The virtual human resource management theory is an innovation of the human resource management theory , and plan an important role in the strategic human resources management .It is a new managerial method arriving after the development of human resource management theory and the improvement of management level. Therefore, taking it as a part into the management system, we can not only solve the contemporary issues but also the other problems existing in the enterprise management .
