State-owned assets fall into 3 classes: enterprise-operating assets, administrative assets and assets of natural resources, among which the administrative assets are generally regarded as non-operative assets. The purpose of such assets operation is to promote business development and social progress, to strengthen political power and social administration. With the deepening of China's open policy, and the gradual and orderly withdrawal of state capital from competitive industries, administrative assets are making up a larger part in the gross state assets, but without updated managing devices. Viewed from the demands of market economy, the prolonged planning economy caused a lot of problems in the investment, use and management of administrative assets. There also exist many problems in the liquidation of administrative assets. Therefore, how to manage these assets has to become a new topic for study in state assets management, as well as a focus issue of the whole society. That is why this topic has the value to be made further research on.This thesis makes deep analysis from all aspects, both in theory and in practice, into the ways of rebuilding the system of administrative assets management in the new situation of perfecting market economy. The first part mainly defines national assets, its classification, and the characteristics of administrative assets. The second part analyses and illustrates the necessity, significance and inevitability of the reform on the system of administrative assets management; Part three offers some international experiences and its significance to China practice in choosing the right model for the managing system of administrative assets; part four analyses the current models of managing government assets in some advanced areas in China and the lessons we can learn from them; part five, based on the above analysis and illustrations, designs the principles, aims and structures of the management model for administrative enterprises, part six, it figures out some operative strategies and different ways in managing administrative enterprisesThe major innovative ideas in this thesis are: 1, based on the analysis of experiences in managing administrative assets both home and abroad, combining Chinese reality, it designs the principles, aims and structures of the management model for administrative enterprises; 2, it figures out some operative strategies and different ways in managing administrative enterprises; and 3, it proposes some countermeasures to the risks that might arise in the operation of administrative assets managing enterprises.
