Study On The Loss Of State-owned Assets In Administrative Institutions

State-owned assets are the sum of all properties and property rights owned by the state,mainly including fixed assets,current assets and intangible assets.The state-owned assets management of administrative institutions is a comprehensive management of the state-owned assets owned and used by the units.In recent years,with the increasing complexity of the assets of various units,the loss of state-owned assets in the use process is becoming more and more serious.State-owned asset managers are facing unprecedented challenges.How to effectively prevent the loss of state-owned assets has become the focus of all units,and the loss of state-owned assets has been highly valued by all administrative institutions.Therefore,the research on this issue has certain strategic significance.This paper selects a representative administrative institution of Province S as an example,uses the relevant knowledge in the field of public administration,adopts the methods of questionnaire survey,case analysis,and the combination of theory and practice to conduct in-depth field research in Department A,widely collects relevant information,finds out the specific performance of the loss of state-owned assets in administrative institutions,and try to find out the essence through the phenomenon and deeply analyze its cause.According to the actual situation of administrative institutions,combined with the research results in this field,and referring to the advanced practices at home and abroad,this paper puts forward feasible countermeasures to prevent the loss of state-owned assets of administrative institutions.Based on the introduction of the basic concept of the loss of state-owned assets in administrative institutions,this paper combs the current situation of state-owned assets in Department A of Province S.It is found that the loss of state-owned assets in Department A is mainly manifested in three links:asset purchase,asset use and asset disposal.These are not only the problems existing in Department A,but also representative,which are common in all administrative institutions.It is found that the reason why the loss of state-owned assets in administrative institutions is so serious lies in the lack of awareness of asset management,management system,information system and professional talents.In order to prevent the loss of state-owned assets in administrative institutions,the author believes that we should pay more attention to the management of state-owned assets,strengthen the basic work of state-owned assets management,improve the construction of information system,carry out the overall assets inventory,and establish a multi-level supervision and audit mechanism.It is hoped that this research will not only stay at the theoretical level,but also be used to guide practice.
